Utah treats secondary content exams as optional evidence of competency, not a licensing requirement. Your program may still require it.

What people get wrong
Each of these costs a candidate either money or a test date.
- Utah does not mandate a content test for most secondary areas. The state describes those exams as something you may CHOOSE to take to demonstrate minimum competency, rather than a licensing requirement. Your university program may still require one, so ask them rather than assuming the state decides it.
- The Pedagogical Performance Assessment is no longer required. Utah dropped it on 10 June 2024, so guidance written before that date overstates what you owe.
- The reading assessment requirement applies to Early Childhood, Elementary and Special Education, not to secondary subject areas.
Required, but not an exam
- A bachelor’s degree
- A USBE-approved preparation program, or an approved alternative route
- Background check and application through USBE
Now go pass it.
Knowing the list is the easy part. Built To Pass teaches the strategy layer that works on any of these, aimed at the domains where you are actually losing points.
